1. What regulatory document regulates the comparison and reinstallation of electricity meters?

Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated August 20, 2019 No. 698 “On approval of administrative regulations for the provision of public services to legal entities and individuals by decision, comparison and installation of metering devices (meters) for electricity, natural gas, drinking and hot water”, the process of dismantling, comparison and reinstallation of electricity meters is regulated by the decree.

 

2. My gas meter is nearing the end of its expiration date, where should I go to solve my gas meter problem?

Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated August 20, 2019 No. 698 “On approval of administrative regulations for the provision of public services to legal entities and individuals by decision, comparison and installation of metering devices (meters) for electric energy, natural gas, drinking and hot water” in accordance with paragraph 2 administrative regulations for the provision of utilities for the solution, comparison and installation of natural gas metering devices approved by the decision of regional gas supply organizations – dismantling and installation of metering devices, verification of metering devices in the state metrological service “Uzstandart” ensures the implementation of the filing process.

In addition, in accordance with clause 10 of this Regulation, applicants can apply for public services in person at the Public Service Centers or through the Unified Interactive Portal of Public Services for electronic use of public services.

 

3. What documents are required to verify the gas meter?

5. How many days will the counters be compared?

7. What equipment can consumers use for identification?

Consumers can use metering devices included in the State Register of Measuring Instruments of the Republic of Uzbekistan.

 

8. What types of comparisons are available for consumer identification equipment?

from periodic comparison – at the end of the interval between comparisons of accounting instruments;

extraordinary verification – in case of damage to the seal confirming the verification of metering devices, or the need for readjustment;

expert comparison – in case of disputable questions about the suitability of metering devices or their suitability for use, metrological characteristics.

 

9. What is the interval between the comparative intervals of metering devices?

Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated August 20, 2019 No. 698 “On approval of administrative regulations for the provision of public services to legal entities and individuals by decision, comparison and installation of metering devices (meters) for electric energy, natural gas, drinking and hot water” frequency of comparisons of accounting equipment according to the decision:

for individuals – 8 years;

for legal entities – 4 years.

Verification certificates issued for metering devices remain valid until November 1, 2019.

 

10. In what cases are household electricity meters subject to repair?

In the event that subsequently, based on the results of the comparison, it is established that the metering devices are unsuitable for use, the employee of the state metrological service must notify the authorized employee about the non-use of the metering devices. If the repair of metering devices is possible on the basis of a notification from an employee of the state metrological service, the authorized employee is obliged to notify the consumer and transfer it to the repair organization on a contractual basis. After the repair of metering devices, a repair act is drawn up in two copies, one copy is transferred to the authorized employee, and the second remains in the repair organization.

After repair, metering devices must be handed over to the body of the state metrological service for verification by an authorized person.

 

11. Who is responsible for controlling the interval between comparisons of household electricity meters.

The power supply company, through its database, keeps track of the intervals between comparisons of each meter and is responsible for the timeliness of the periodic comparisons.

 

12. In what cases is a metering device subject to examination?

The measuring equipment is used for expert comparison in the event of a dispute between the supplier and the consumer. Metering devices can be subjected to an examination on the basis of an inquiry, investigation, criminal prosecution or a court decision.

 

13. Who will remove and reinstall the customer’s metering devices?

Removal (disassembly) of the consumer metering device, delivery of the metering device to the consumer, installation (installation) of the metering device are carried out by the authorized personnel of the supplier.

 

14. What is the total number of days of verification of metering devices?

Calibration of measuring equipment must be completed within 15 working days.

 

15. Are commercially used scales and weight tested?

According to Articles 14 and 17 of the Law of the Republic of Uzbekistan “On Metrology”, commodity stones and scales are checked by the State Metrological Service once a year.

 

16. Can spring suspension scales be used commercially?

According to GOST 27735-94, these scales are intended only for home use, the use of such scales in trade is not allowed.

 

17. I want to start a small food business. What scales can I buy for my company to use in production?

It is allowed to use only scales entered in the state register of measuring instruments. These scales are checked by the State Metrological Service once a year in accordance with Articles 14 and 17 of the Law of the Republic of Uzbekistan “On Metrology”.

 

18. What scales are recommended for jewelry?

Due to the fact that the measurement of the mass of precious metals requires high accuracy, it is allowed to use laboratory scales of a special class according to the interstate standard GOST 24104-2001.

 

19. How can I make sure that the scales are working correctly when I buy an item?

According to Article 8 of the Law of the Republic of Uzbekistan “On Protection of Consumer Rights”, you have the right to request a certificate of verification of scales used in trade.

 

20. Which government agencies should entrepreneurs contact to conduct government inspections on their scales?

State verification of scales is carried out by the State Enterprise “Uzbek National Institute of Metrology” and its regional metrological services.

 

21. In which document is established the deadline for state verification of the scales?

The timing of the state inspection of weights and scales is determined in accordance with Article 14 of the Law of the Republic of Uzbekistan “On Metrology”, approved by the “Uzstandard” Agency, a list of standard and working measuring instruments subject to mandatory state verification. This list was registered with the Ministry of Justice on July 30, 2019 under number 3174.
