Superior Body. Agency “Uzstandart”.

The Uzbek Agency for Standardization, Metrology and Certification (Agency “Uzstandard”) is the national body of the Republic of Uzbekistan on issues of standardization, metrology, certification and quality management.

Agency “Uzstandart” carries out its activities in accordance with the current legislation directly and through structural divisions and subordinate organizations.

According to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No.373 dated 05.08.2004, the main tasks of the Uzstandart agency are:

  • ensuring the practical implementation of the laws of the Republic of Uzbekistan “On Technical Regulation”, “On Standardization”, “On Metrology”, “On Certification of Products and Services” and other legislative and regulatory acts in the field of technical regulation, standardization, metrology, certification; (The paragraph as amended by the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan of 28.04.2011 N 122)
  • implementation of a unified state policy in the field of standardization, metrology, certification, improving the quality and competitiveness of products based on the application of international standards, including the quality management system;
  • ensuring the functioning and development of systems of standardization, uniformity of measurements, certification, accreditation and dissemination of scientific and technical information in these areas, as well as their harmonization with international, interstate and national systems of foreign countries;
  • implementation of measures to ensure consumer rights to comply with the requirements for safety and quality of products, works, services and protection from the negative consequences of unreliable measurement results;
  • organization of work on training and advanced training of personnel in the field of standardization, metrology and certification.

To fulfill the tasks assigned to it, the agency “Uzstandard” carries out the following functions:

  1. a) in the field of ensuring the practical implementation of the laws of the Republic of Uzbekistan “On technical regulation”, “On standardization”, “On metrology”, “On certification of products and services” and other legislative and regulatory acts in the field of standardization, metrology, certification:
  • submits to the Cabinet of Ministers of the Republic of Uzbekistan generalized proposals on draft programs for the development of technical regulations submitted by authorized state bodies in the field of technical regulation and bodies of state and economic management;
  • within the limits of its competence, coordinates and organizes the activities of state and economic management bodies to develop general and special technical regulations;
  • submits proposals to the Cabinet of Ministers of the Republic of Uzbekistan on the approval of general technical regulations, on amendments and additions to them, as well as on the abolition of these regulations;
  • within the limits of its competence, exercises state control over the observance of general and special technical regulations;
  • forms the state fund of normative documents in the field of technical regulation;
  • carries out state registration of state, sectoral, administrative-territorial standards and amendments to them, technical specifications, enterprise standards for products and amendments to them, governing documents, as well as norms and rules for standardization, metrology, certification;
  • assists in the organization of sectoral structures for the development of regulatory documents for homogeneous products, provides scientific and methodological guidance;
  • in accordance with the established procedure, conducts accreditation of legal entities in the field of certification and pre-shipment and unloading inspection, conducts certification and accreditation of testing, measuring, analytical, calibration, calibration laboratories, metrological services of legal entities and individuals;
  • carries out, in accordance with the established procedure, licensing of activities for the manufacture, sale and rental of measuring instruments, control over the observance of license requirements and conditions by licensees, and also maintains a register of licenses;
  • develops international and interstate scientific and technical cooperation;
  1. b) in the sphere of implementing a unified state policy in the field of standardization, metrology, certification, accreditation, implementation of quality management systems, improving the quality and competitiveness of products based on the application of international standards:
  • within its competence, supervises and coordinates the activities of state and economic management bodies on standardization, metrology, certification, accreditation and implementation of product quality management systems;
  • makes proposals for the development of new and improvement of existing legislative acts;
  • conducts research work;
  • develops the main directions, concepts, promising programs for the development of standardization, metrology and certification;
  • forms and develops the national standard base of the Republic of Uzbekistan, conducts comparisons of national standards with international standards;
  1. c) in the field of ensuring the functioning and development of systems of standardization, metrology, certification, accreditation and dissemination of scientific and technical information in these areas, as well as their harmonization with international, interstate and national systems of foreign countries:
  • organizes work on certification of products manufactured in the republic and coming in for import, recognition of the results of work on certification of foreign countries;
  • develops, approves and registers, within its competence, regulatory documents in the field of standardization, metrology, certification and accreditation;
  • implements the policy of introducing a bar coding system and maintains the State Register of goods produced in the Republic of Uzbekistan;
  • provides stakeholders with normative documentation on standardization, metrology, product certification, test and measurement methods, and also carries out scientific and technical promotion of achievements in these areas;
  • creates a unified information database on international, interstate and national regulatory documents within the granted authority;
  • establishes general rules for carrying out work on standardization, metrology, certification, accreditation and ensuring the uniformity of measurements;
  • in accordance with the established procedure, makes proposals to the Cabinet of Ministers on the approval of the list of products subject to mandatory certification;
  • contains, stores, applies standards and transfers the sizes of quantities;
  • maintains state registers of certified products, certified quality systems, measuring instruments and measurement methods, accredited certification bodies,
  • testing (measuring) laboratories, quality auditors;
  1. d) in the field of organizing work on the training and advanced training of personnel, train scientific and engineering personnel in the field of standardization, metrology and certification;
  2. e) in the field of ensuring the rights of consumers to comply with the requirements for safety and quality of products, works, services and protection against the negative consequences of unreliable measurement results:
  • establishes, within its competence, mandatory requirements for safety and quality of products and monitors compliance with these requirements;
  • interacts with regulatory authorities on compliance with standards, ensuring the uniformity of measurements and certification rules;
  • organizes and implements state control over compliance with the requirements of regulatory documents, ensuring the uniformity and reliability of measurements, rules of mandatory certification;
  • carries out state metrological control.

Agency “Uzstandard” carries out the tasks and functions assigned to it directly, as well as through its territorial departments and other subordinate bodies and institutions in accordance with the “Regulations on the Uzbek Agency for Standardization, Metrology and Certification.”
